About Us
Setouchi Land Operator is the international brand of Fukuyama Service Center Itoh Co., Ltd. (FSC), a family-run travel arrangement company founded in 1982 in Fukuyama, Hiroshima. In 2018 we became the first company registered under Hiroshima Prefecture's Travel Service Arrangement Business system, and we are a founding member of Team.Land Alliance, a nationwide network of five regional land operators.
Domestic travel agencies across Japan have trusted us with their groups for four decades. We now offer the same local handwork to partners overseas.
FAQ
A land operator (also called a DMC or ground handler) is a local company that arranges the on-the-ground portion of a trip on behalf of a travel agency abroad. Setouchi Land Operator books hotels and ryokan, restaurants, charter buses and taxis, attraction tickets and experiences across the Setouchi region of Western Japan, and plans the itineraries that connect them. We are the international brand of Fukuyama Service Center Itoh Co., Ltd., a licensed Japanese travel service arrangement business founded in 1982.
We cover ten prefectures around the Seto Inland Sea: Hiroshima, Okayama, Yamaguchi, Tottori and Shimane in the Chugoku region; Kagawa, Tokushima, Ehime and Kochi in Shikoku; and Hyogo, including Himeji and Kobe. Our office is in Fukuyama, Hiroshima, between Osaka and Fukuoka on the Sanyo Shinkansen line.
We work with the travel trade — overseas travel agencies and tour operators who need a local partner in Japan. Enquiries in English are welcome, and we reply during Japanese business hours (Monday to Friday, 9:30–12:00 and 13:00–17:30 JST).
Arranging hotels, ryokan, charter buses and taxis is free of charge. When we arrange restaurants or attractions, an arrangement fee of 5,000 yen per itinerary day applies. Supplier costs are quoted separately in each proposal.
Yes. Every quote is net — the supplier cost plus any arrangement fee, with no commission built in. You set your own selling price and keep the full margin. All quotes and invoices are issued in Japanese yen (JPY).
No. We work strictly behind your brand as a white-label partner. We do not sell to individual travellers, and we do not contact your clients unless you ask us to.
You receive one consolidated invoice, issued in Japanese yen, and pay it in full by international bank transfer 21 days before departure. Transfer and intermediary bank fees are borne by the client. Only variable costs that cannot be known in advance, such as road tolls and parking, are reconciled after the tour. Our bank details are issued only on the invoice that follows a signed agreement — we never send account details in an unsolicited email.
Cancellations and reductions in group size are free of charge up to 21 days before departure. From 20 to 14 days before departure the fee is 30 percent of the arranged total, from 13 to 7 days it is 50 percent, and from 6 days before departure until the day of the tour it is 100 percent.
Yes. You can hand us the whole ground programme, or ask us for one part only — accommodation only, transport only, or a single booking that is difficult to secure from overseas.
Yes. Tell us your group size, travel dates and interests and we will design an original itinerary for your group. The first proposal for each project is free of charge; additional proposals for the same project are quoted separately.
Yes. Please tell us the requirements when you enquire, and we will select restaurants and arrange menus that can accommodate them.
